Britain and America have secured a significant commercial pact that will guarantee no levies on UK pharmaceutical shipments entering the American market.

Key Provisions of the Pact

Under the terms of the agreement, the UK has committed to increase funding on pharmaceuticals through the National Health Service (NHS). This commitment guarantees that duties on these key goods will remain at zero for a duration of the next three years.

This deal is in response to previous warnings to significantly raise duties on branded pharmaceutical imports, with increases discussed as high as one hundred percent.

"This agreement between the Britain reinforces the international landscape for new treatments and introduces long-overdue balance to American-British medicine commerce," a release said.

Trade Impact

Drugs represent one of the UK's biggest export categories to the United States, which is easily the biggest buyer for major companies like GSK and AstraZeneca.

Export figures reveal that in the year to the end of the third quarter, the UK exported medicines worth billions to the US. This value represented nearly one-fifth of British export trade in that period.

"This deal secures work, stimulates investment and paves the way for the UK to become a worldwide center for life sciences," the Business and Trade Secretary stated.

Specific UK Commitments

The agreement includes several notable pledges from the United Kingdom:

  • Price Threshold Increase: The UK will lift the affordability limit at which it considers new medicines to be unaffordable by 25%.
  • Higher Drug Budget: There is a goal to increase overall public funding on medicines from 0.3% of GDP to 0.6 percent over the next decade.
  • Refund Ceiling: The sum manufacturers must pay back to the NHS to stay within budget will be capped at 15%. Last year, rebates were more than 20%.

Broader Context

The deal comes amid a ongoing dispute between the pharmaceutical industry and the ministers over medicine costs and regulatory access.

The disagreement were exacerbated by arguments that American customers were charged significantly more for the equivalent treatments than consumers in the other developed nations.

Recently, several major drug company projects in the UK have been halted or cancelled, while multi-billion-dollar expansions have been pledged toward projects in the United States.

One official acknowledged that the NHS must increase expenditure on drugs, noting that its budget allocation on drugs had shrunk as a proportion of its total funding over the past decade.
